AI Chatbots Provide ‘Unreliable and Biased’ Election Guidance, Claims Dutch Watchdog

AI chatbots have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, issuing warnings about a potential threat to democracy just eight days before the country’s general election.

Testing Reveals Repeated Partiality in AI Suggestions

The quartet of AI assistants tested by the AP “often end up with the same two parties”, irrespective of the user’s question or command, the watchdog noted in a analysis published ahead of the late October vote.

For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are almost never mentioned”, even when the user’s input exactly matches the positions of these parties, the report pointed out.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The vice-chair of the data protection agency, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that did not necessarily align with their political views, she emphasized.

“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We thus caution against employing AI assistants for voting advice, as their functioning is opaque and hard to confirm.”

Voting Background and Party Dynamics

Netherlands citizens vote on 29 October in an election that will be closely watched around Europe for the performance of the PVV.

The far-right party of Geert Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.

Every significant political faction have rejected a coalition with the PVV, meaning the runner-up party is most likely to supply the future head of government.

Unintentional Bias Linked to AI Operation

The AP stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the way AI chatbots operate.
